FOR 19 years, odd-jobs worker Mohd Jamal Madar has been waiting for a People’s Housing Programme unit to rent in Penang. In those years, the 68-year-old lost his wife to diabetes and two of his four children. Only now has he received an offer to rent a PPR unit in George Town.
